First-Time Home Buyers in Bluffton, SC: the Neighborhoods Under the Half-Million Mark, 3% Down, a Family Gift and Beaufort County's January 15 Filing
First-time buyers · Bluffton
By my count, nine of the Hilton Head Area REALTORS' August 2026 neighborhood reports cover Bluffton communities, and seven of them carried a year-to-date median sale price of $875,000 or more. The two under the half-million mark were Bluffton General, at $469,820, and Sun City / Riverbend, at $475,000. Sun City is the community Del Webb founded, and it describes itself as active adult.
A first home in Bluffton usually comes from Bluffton General, the report area that closed 728 sales this year through August. On its median price, 3% down is $14,095 and FHA's 3.5% is $16,444. I'm Jeff Moran, NMLS #483943, a mortgage broker licensed in South Carolina through C2 Financial Corporation, in the mortgage business since 1996. I work from Bluffton.
My page on Bluffton covers the river, Old Town and the communities, and the Hilton Head-Bluffton area page covers the region. This page covers what changes when the loan is your first one. That means the price range you are shopping in, the 3% and 3.5% down loans, a gift from family, and the form you file with Beaufort County after you move in. I checked every source below on November 4, 2026.
Bluffton neighborhoods where a first home is priced
A median is the middle sale: half sold for more, half for less. The association names the gated club communities one by one and publishes no separate report for New Riverside, Buckwalter or Westbury Park. So by my reading of its index, the Bluffton General report is where the rest of Bluffton's sales land. Its year-to-date median was $469,820, with 323 homes on the market in August. The ZIP-wide median for 29910 and 29909 was $531,225 that month, and the gated club communities pull it up.
Sun City / Riverbend is the other report under the half-million mark, and it is Del Webb's Sun City Hilton Head, which calls itself "a premier active adult community home to more than 18,000 residents." K. Hovnanian's Four Seasons at Carolina Oaks, inside the Town, is the same kind of community. Its page says the Four Seasons communities "are intended to provide housing primarily for residents 55 years of age or older." So a younger first-time buyer is mostly shopping Bluffton General.
New homes are part of it. On November 4, 2026, K. Hovnanian's page for The Lakes at New Riverside, a community inside the Town and not one of its Four Seasons communities, listed nine move-in-ready homes from $429,900 to $514,900, the lowest a three-bedroom Clyde plan at 396 Hill Pond Road. Builder prices and offers change by the week, so that is the price on that one day, and it can change. Most of what sells in Bluffton is a resale: the association counted 1,621 closed sales from January through August against the Census Bureau's estimate of 296 single-family permits in the Town for the same months.
| Example: the down payment alone, my arithmetic | Bluffton General YTD median | The Clyde at The Lakes |
|---|---|---|
| Price | $469,820 | $429,900 |
| 3% down, conventional | $14,095 | $12,897 |
| 3.5% down, FHA | $16,444 | $15,047 |
Closing costs, prepaid taxes and insurance and any association dues come on top of either line, and I quote no rate on this page. My Bluffton FHA page has the 2026 FHA limit against every neighborhood median and a table of association dues by community.
Counting as a first-time home buyer in Bluffton
Fannie Mae's purchase rules count you as a first-time home buyer when you have not had an ownership interest in a property in the last three years. You answer that on the loan application, and only one person on the loan needs to answer it that way. So a couple where one of you owned a home somewhere else and the other never has can still use the first-time path, through the one who never owned. If you sold your last home more than three years ago, you count again.
Being a first-time home buyer lets you put 3% down on a fixed-rate Fannie Mae loan with a term up to 30 years. The home has to be a single unit, and everyone on the loan has to live in it. A single-family home, or a townhome sold with its own lot, in Bluffton General works, and a two-unit property does not. Fannie Mae also has a homeownership education rule for these loans, so a homebuyer course can be part of the file. The loan runs through Fannie Mae's automated system, Desktop Underwriter, which sets the savings it wants to see left after closing.
The 3% down loans and the income limit for a Bluffton address
Fannie Mae's HomeReady and Freddie Mac's Home Possible are the other 3% down loans, and each carries an income limit. Freddie Mac's Home Possible rules cap your qualifying income, figured for a full year, at 80% of the area median income for the location of the home. Area median income is the midpoint of household incomes in the area, and the figure that counts is Freddie Mac's own, from its underwriting system or its eligibility tool. The Guide says a lender may not use a median income published somewhere else, HUD's included. Fannie Mae's HomeReady section sets the same 80% limit and points lenders to Fannie Mae's own figures the same way.
The Town of Bluffton's comprehensive plan puts the median Bluffton household income at $81,088 for 2020, above the county's $71,430. That figure is the Town's, and it is not the limit. The limit is whatever Fannie Mae's or Freddie Mac's table says for the address you choose, so once you have a home in mind, I run that address through the tool before I tell you whether your income fits. A client whose income is over the limit still has the 3% down loan in the section above when one person on the loan is a first-time home buyer, since its conditions list no income limit, and FHA below.
On a one-unit home, Home Possible requires no minimum contribution from your own savings at any loan-to-value, up to 97%. It also has a homeownership education rule when everyone moving in is a first-time home buyer, and the Guide lists Freddie Mac's own free course, CreditSmart Homebuyer U, among the programs that count. If you have rented for a year or more and paid your landlord from your checking account every month, Freddie Mac's underwriting system can weigh that history in your favor on a purchase. The rent has to be at least $300 a month, paid for at least 12 months from the account the lender verifies, by a first-time home buyer who has a credit score and will live in the home. Rent paid in cash or by money order does not count. My article on who qualifies for 3% down sets the three conventional choices beside FHA.
A gift from family toward a Bluffton down payment
Fannie Mae's gift rules let a gift pay all or part of the down payment, closing costs or reserves on a home you will live in. On a one-unit home, nothing has to come from your own account. The Guide's words are, "All funds needed to complete the transaction can come from a gift."
The giver can be a relative by blood, marriage, adoption or legal guardianship, or someone with a close, family-like tie: a fiancé, a domestic partner, a former relative or a long-standing mentor. The giver cannot be the builder, the developer or the real estate agent on the sale, because Fannie Mae counts them as interested parties. On a new home at The Lakes at New Riverside, that rules out K. Hovnanian and the agent who wrote the contract. The gift needs a signed gift letter with the amount, the giver's name, address and phone number, your relationship, and a statement that no repayment is expected. Can My Parents Give Me Money for a Down Payment? walks through the paperwork on your side and on the giver's.
FHA at 3.5% down on a Bluffton home
HUD's Handbook 4000.1 sets FHA's minimum investment at 3.5% of the lower of the price and the appraised value, with a credit score of 580 or higher. FHA has no first-time home buyer test. The rule that matters is occupancy: at least one person on the loan moves in within 60 days and intends to stay at least a year. The trade is mortgage insurance: an upfront premium of 1.75% of the base loan, which you can finance, and an annual premium at 0.55% on this kind of loan, paid monthly.
| Example: FHA on the Clyde at The Lakes, my arithmetic | Amount |
|---|---|
| Price | $429,900.00 |
| Down payment, 3.5% | $15,046.50 |
| Base loan | $414,853.50 |
| Upfront premium at 1.75%, financed | $7,259.94 |
| Annual premium at 0.55% of the base loan, first year | about $2,282, or $190 a month |
A conventional loan at 3% down on the same home is $417,003, with private mortgage insurance instead of FHA's two premiums. I price both on the same home so you can see the payment side by side, and the FHA explainer covers how the two kinds of mortgage insurance end.
Beaufort County's 4% legal residence form
South Carolina taxes the home you live in on 4% of its value and a home that does not qualify, such as a second home or a rental, on 6%, and state law says the 4% rate "does not apply unless the owner of the property or the owner's agent applies for the four percent assessment ratio before the first penalty date for the payment of taxes" for the year you first claim it. The law puts the application on you as the owner, or your agent, so plan on filing it yourself with the Beaufort County Assessor once you own the home and live in it. The Assessor's form is titled "4% Legal Residence Exemption Application, Due January 15th", and the Assessor's page takes the same application online with your documents uploaded.
The county asks every owner and every spouse for three things at a minimum. The first is a South Carolina driver's license or ID card, the second a South Carolina vehicle registration (or a voter registration if you have no vehicles), and the third a South Carolina 1040 income tax return. So if you are moving to Bluffton from another state, the order of events matters. The license and the car registration come first. The form also says that an application filed with a part-year South Carolina return "may be approved for the exemption for one year and will need to reapply next year." If the return you send with the form is a part-year return because you moved here partway through the year, plan on filing the form twice.
Two more lines on the form are worth reading before you file. "You must pay your taxes by January 15th to avoid penalties and/or interest regardless of app status." And, "You will NOT be notified if you have been approved." The county tells you only if it says no, so you check the result yourself in the Assessor's Exemption Viewer. Once approved, the statute says no further application is needed while the home stays your legal residence. If that changes, you notify the Assessor within six months, and the form counts renting the home for more than 72 days in a calendar year as a change. Please confirm the current year's date with the office; the form's January 15 is also the day the tax itself has to be paid.
A mill is one dollar of tax for every $1,000 of assessed value. The Beaufort County Auditor's FY2026-27 card lists 157.9 mills at 4% and 284 mills at 6% inside the Town of Bluffton, and 121.9 and 248 for unincorporated Bluffton. The Town's own levy of 36 mills accounts for the gap, and a Bluffton mailing address can be on either side of that line. The example below assumes the home is assessed at the purchase price and leaves out credits and flat fees.
| Example: the 4% filing on a $469,820 home, my arithmetic | In the Town | Unincorporated Bluffton |
|---|---|---|
| Taxed at 6%, no application filed | $8,005.73 a year | $6,990.92 a year |
| Taxed at 4%, application approved | $2,967.38 a year | $2,290.84 a year |
| The filing is worth, by my arithmetic | $5,038.35 a year | $4,700.08 a year |
My Bluffton property tax page explains why the bill grows in the second year even after the 4% rate is granted. Freddie Mac's Guide encourages lenders to set up an escrow account on a loan to a first-time home buyer. The account collects the tax bill and your homeowners insurance a little each month with the payment, and Escrow Accounts, Explained shows how it is adjusted when the bill changes.
Papers to have ready for a first purchase in Bluffton
Whenever you're ready, please send the following, and I'll take it from there.
- Your most recent pay stubs covering 30 days, and your W-2s for the past two years. If you own a business, please provide your complete income tax returns, all pages and schedules, for the past two years, personal and for any business that you may have an interest in.
- Your bank statements for the past two months. Please provide all pages, even if the last page is intentionally left blank.
- Your current monthly rent and the account you pay it from, so I can see whether your rent history helps on a Freddie Mac loan.
- If family is helping, the giver's name and relationship to you, so I can send the gift letter early.
- The address or community you have in mind, so I can check whether it is inside the Town of Bluffton, which tax district it is in, and what the association charges.
- Your South Carolina driver's license and vehicle registration dates, if you are moving here from another state, so we can plan the 4% filing. Getting pre-approved in South Carolina has the full list.
Your next step
Once you have a Bluffton address or a community in mind, I can price it as your first purchase, with that parcel's tax district, the association dues and the mortgage insurance for each loan in the payment. You'll see pricing for your scenario, choose a rate option, which you can change later, and the application opens from there. You are also welcome to call me first and talk it through. The South Carolina page shows where I am licensed.
Nothing on this page is a loan approval, a denial or a commitment to lend, and it is not tax advice. The Beaufort County Assessor decides whether a home gets the 4% rate and on what date the application is due. Fannie Mae's and Freddie Mac's tools decide whether an income fits HomeReady or Home Possible at a given address, and the builder's current price sheet has the price that applies. Please confirm each before you rely on a figure here.
Common questions
Do I count as a first-time home buyer in Bluffton if I owned a home before?
Under Fannie Mae's purchase rules, you count when you have not had an ownership interest in a property in the last three years. If you sold your last home more than three years ago you qualify again, and only one person on the loan has to meet the test.
Can I buy a home in Bluffton with 3% down?
Yes, on a fixed-rate conventional loan for a one-unit home you will live in, when at least one of you is a first-time home buyer. Fannie Mae's HomeReady and Freddie Mac's Home Possible also allow 3% down and add an income limit set by the address. FHA's minimum is 3.5% and has no first-time test.
Is there an income limit for a first-time home buyer loan in Bluffton?
HomeReady and Home Possible cap qualifying income at 80% of the area median income for the home's location, using Fannie Mae's and Freddie Mac's own figures, so I check the specific Bluffton address in their tools. Fannie Mae's standard 3% down purchase rules list no income limit among their conditions.
Can my parents give me the whole down payment on a Bluffton home?
Yes, on a one-unit home you will live in. Fannie Mae lets a relative's gift cover the entire down payment and closing costs with a signed gift letter. The builder and the real estate agent on the sale cannot be the ones giving it.
When do I file for the 4% property tax rate on a Bluffton home?
You file with the Beaufort County Assessor after you own and occupy the home, before the first penalty date for that year's taxes. The county's form is titled as due January 15, which is also the day the tax itself is due. Every owner and spouse supplies a South Carolina driver's license, a South Carolina vehicle registration (or a voter registration with no vehicle) and a South Carolina income tax return.
Does Beaufort County tell me if my 4% application was approved?
No. The county's form says you will be notified only if the application is denied. You check the result yourself in the Assessor's online Exemption Viewer, and a part-year South Carolina return can mean a one-year approval that you renew the next year.

“Jeff is someone you can really trust and feel comfortable working with. He is always easy to talk to, super helpful, and if you have questions he will take his time and explain everything to you. You can tell he really cares about people and not just about doing business. I would definitely recommend Jeff to anyone looking for a broker they can trust.”
